This is all tested in training mode but definitely has implications for match play.

From match start it will take about 1 min 45 sec for SG to become MAX (flashing white life bar) if you just do nothing. Running forward, sidestepping, jumping, and crouching all have the same recovery rate as standing still. Your own attacks being guarded has no effect on this rate.

Walking backward and/or backstepping will GREATLY slow your SG recovery. Walking backward constantly will cause your SG to take about 6 min 35 sec to reach MAX. Backstepping is not as detrimental because it is not constant (unless you wanna try backdash canceling for 5 or 6 mins straight).

Hitting the opponent will increase your SG recovery. Constant attacks will make you get MAX in about 1 min 10 seconds. At the same time, hitting the opponent will temporarily stop their SG recovery.

Holding guard will completely stop soul gauge recovery even if you are not actually guarding attacks. Furthermore, if you are on the ground soul gauge recovery will stop completely.

To sum up:
increase SG recovery rate: hit opponent
decrease SG recovery rate: walk backward/backstep
stop SG recovery: get hit, guard, stay on ground
 
So crunching the numbers some, you recover at 150% the normal rate for attacking and if you take the guage to start out at 60% of its maximum (which I beleive it does roughly) you regain the ability to block a move which breaks in 10 in 15.75 and 10.5 seconds for normal/increased rate respectively...
 
After your gauge has been broken, what do you start out as again, and does that change the rate you recover at or the maximum? Also, how much do you recover at the start of a new round?
 
Not sure how much you recover between rounds. When your SG is crushed you get about 2/3 of the soul gauge you started with at round 1.
 
repel (6G or 3G) damages opponent SG
parry (4G or 1G) recovers some of your own SG
 
Lets see a normal Repel breaks in 17 it seems...
Sophies 4K breaks in 16 so seems non standard, ill post some others.
Sophie A+B also 16 not a lot of variance there...
Amy A+B and B+K both 17
X 22B+K 17
Ashura 16

So really they look to be the same, I'd attribute the difference I saw there to SG regain.

sidenote: 4G refills the entire gauge from empty in 22, gives full gauge from the starting point in 10

Also what move you GI doesnt seem to make a difference in the amount you gain/deal for a GI.
 
is there a difference in recovery rate when opponents are getting hit, versus them blocking your attacks?
 
your own attacks being blocked does not affect your own soul gauge, it will recover as if you were doing nothing. mentioned briefly in first post
 
well backstepping only slows it down (though it slows it a lot), guarding stops it completely

I'm pretty sure the SG recovery varies depending on the type of move you land. For example hitting them with a simple AA won't recover your soul gauge as fast as hitting them with a hard hitting move that knocks down.
 
Hmm...maybe more people should try to get a CF on Algol then since he has a pretty bad sidestep and resorts to backstepping most of the time.
