Is Azwel’s 2a suppose to severely decrease your frames?

It either feels very laggy after his 2a input or he’s able to decrease your frames by it impacting.

Tested this out in training mode, and thought it was unusual. Doesn’t it count as the same property as a regular 2a alike everyone else’s? Otherwise, what makes his so different?
 
According to the wiki it's only +2 on hit (most 2As are +6). It might have a longer recovery (it's slower and has two hits) and thus longer hitstun to compensate, making it feel different from other 2As.

His 2AK into stance is +10 though, so if you're trying to do anything other than GI there you're probably going to get interrupted.
